Debian, Ubuntu LTS, Rocky, AlmaLinux, Talos, Flatcar, Proxmox VE and a plain netboot target if you would rather install yourself.
Cloud-init
Standard cloud-init with the NoCloud datasource. Metadata is served on the link-local address, and there is no metadata-service credential to leak because there are no cloud credentials.

The private VLAN is a real layer-2 broadcast domain, not an overlay. You can run VRRP, multicast and jumbo frames on it — MTU 9000 is enabled by default.

Netboots a minimal Linux with your keys, all disks unmounted and the network configured. Two minutes from API call to shell.
Reinstalling wipes every disk including the ones you did not mean to. There is no undo and no snapshot layer — that is the trade you made when you chose bare metal.
